At 16:00 on August 15th, 2006, a handing-over ceremony of Grade I certificate was held on the west track of the main field of Chaoyang Sports Center, where the 11th IAAF World Junior Championships were being held. The ceremony were attended by Williams Belle, technical delegate of IAAF, Shen Chunde, Deputy Director of Field and Track Administration Center in the General Administration of Sport, the delegate of Polytan Sport Surface Systems, Tian Juqing, Director of Sport Administration of Chaoyang District, and Chen Jie, Deputy Director of Sport Administration of Chaoyang District. Shen Chunde presided over the ceremony and Williams Belle handed over the Certificate to Tian Juqing, which means the Chaoyang field has become the first field certified by IAAF as Grade I in China. The reconstruction works of Chaoyang Sports Center started in March, 2006 and completed on June, 2006. Plainness error of the running tracks shall not exceed 2mm according to IAAF¡¯s requirement and the Grade I Certificate can be obtained only through IAAF¡¯s strict checks. Laid with the ¡°Sandwich¡± composite mode, the running tracks of the Chaoyang field possess superior elasticity and endurance. All the construction materials must be environment-friendly. They were imported from outside China and installed by German Professionals. On June 27, a Stuttgart test room carried out strict tests of the tracks¡¯ indexes, such as plainness, gradient, frictional coefficient and sliding resistance coefficient. After that, they filed a report to IAAF, which finally granted the Certificate. The Organizing Committee of World Junior Championships thus fulfilled its promise that the 2006 Championships be held in a Grade I playing field.
