By the side of Fenshui River for cooperation and friendship, on November 15, Chaoyang District tied Lvliang City of Shanxi Province as sister cities.  In the future, the two cities will keep enhancing their cooperation and communication between each other for mutual benefit and complimentary.

 Lvliang City is located in the west part of central Shanxi Province.  It is a historical area of the communists¡¯ revolution.  There are one district, two cities and 10 counties governed by the city and the total population is 3,354,000.  Due to the ecological conditions and frequent natural disasters, there are still 429000 people living under the poverty line.  It is still an underdeveloped area, with economic volume, industrial structure and social sectors to be improved.  It is the largest poor city in Shanxi Province.  However, the gifted mineral and traveling resources as well as unique agricultural products make the city a place of vigor and vitality and hence has a big room for development.  As a fast developed district socially and economically, Chaoyang¡¯s tying with Lvliang City is a new measure of the strategic arrangement in the central area by the State Counsel and the Party Central Committee.
